It's probably a firewall or anti-virus/spyware program. Shut that down, and then try again.I HATe StEaM
This is a problem in the content hosting server in your region, not in Steam. I had the same problem a while ago and usually a simple restart does the job.
Well Steam hates you too! Just restart steam, and or your pc. That should fix it. That used to heppen to me about a year ago every once in a while.

As others have said, restart steam and double check your firewall isn't blocking the game you are trying to run.
